Build South Update

The Orange County Board of County Commissioners met on Tuesday, Nov. 27th and unanimously approved of our zoning change for a Planned Development.  This removes the limitations that prevented the JCC Early Childhood learning Center from expanding.  The ECLC is the anchor that makes this JCC project feasible and financially stable.

The Conceptual Master Plan prepared by architects HHCP – Helman, Hurley, Charvat and Peacock was approved by both the Federation and JCC Board of Directors.  In the month of March, HHCP is likely to start showing sample designs for the façade of the RCAC, and subsequently the Federation and JCC Board of Directors.  Then they can start creating our blueprints, subject to Orange County approval.
Civil engineering is being done by John Frith and Assoc.  They are preparing the site plan drawings for submittal to Orange County (approx.: March 10th) as part of the development review process.  The site plan includes key areas like: storm water and retention, water and sewer, lift station, landscaping, and lighting.  The development review process will take approximately 3-6 months.  This process is in conjunction with the Rosen Campus Action Committee, architects HHCP, and Land Planner Jim Hall.

The Kerina land conveyance is moving ahead but slowly.  Kerina is working with Orange County for development and location of Wildwood Road which will intersect at Apopka Vineland Road at the Rosen Campus. They are likely to catch up to our project in the next few months.  We are not waiting for the land conveyance to complete before moving ahead with the Development Review process.  Our site plan will not show the Kerina parcel, and our road will come straight out to the road, with a right turn in and right turn out.

Construction Program (detailed building costs) review will be taking place over the next three weeks.  Welbro is the General Contractor and they will meet with us to determine today’s costs of construction.  They have advised us to use specific cost per square foot.  The construction program is generally rated at $137.00 a square foot.  The review with Welbro will be in conjunction with the Architects HHCP, engineer J Frith, a few key Rosen Campus Action Committee members, and a project manager assigned by Mr. Rosen.  The current estimate for the construction project is $4,700,000.  Mr. Rosen is offering to Rosenize the project and that will reduce the costs, especially as he offers to use some of his own construction employees.
